This card was issued on 12 October 1942 to commemorate the European Postal Congress of the Axis Powers in Vienna.
The card is identical to the subsequent issue commemorating the signing of the Convention of the European Post Office and Telecommunications Union (P295), except for the addition of a date overprint on the P295 stamp design. This is consistent with the stamp design (MiNr. 821) commemorating the same.
A commemorative cancel was available in Vienna from 12-24 October 1942.
