This set was issued on 1 December 1940 to benefit the Winterhilfswerk. The stamps depict a farmer during the Wołyń resettlement, the movement of ethnic Germans from the former Polish province of Wołyń upon its transfer to the Soviet Union under the terms of the Molotov–Ribbentrop Pact.
The stamps are of the same design as the MiNr. 58 of the 1940 1st Anniversary of the Generalgouvernement set.
The stamps were printed in sheets of 50.
