On 19 May 1911, the post office in Longji ran out of 10 Pf stamps while franking a large quantity of mail to be dispatched on the mail steamer Badenia.

In violation of a repeatedly issued directive not to create provisional stamps, the postmaster vertically bisected 100 to 200 20 Pf stamps to fill the void.

As proof of the official usage of these bisects, the Longji postal agency’s official seal was placed alongside the cancel.
